Public spaces are used differently

A unit at a job site serves a known crew. A unit at a trailhead or a ballfield serves whoever shows up, at unpredictable volume, with no one on site responsible for it.

That changes the service math. Weekly is a floor, not a plan. A busy trailhead on a nice weekend, or a complex during tournament season, generates in two days what a job site generates in a week. Set frequency against actual traffic, and expect to raise it seasonally.
